i think if you listen to the comments of joe biden he's saying we shouldn't let the perfect be the enemy of the good here. clearly he's envisioning a system where they could pass some of these things in separate measures. universal background checks definitely has a more likely chance of passing up on capitol hill than, say, the assault weapons ban. of course, some of the executive actions which will go into effect today include things like allowing the military -- the medical establishment of the federal government to study gun violence. that's something they've been prohibited to do before to advocate for gun violence. the president saying he's not asking them to advocate. he's just asking them to study the root causes and tabulate gun violence incidents so scientists can learn a little bit more about why some of these mass assaults happen and who it is who's doing them. >> the president's relationship is likely to grow a bit more contentious as a result of all this, eamon. what sort of impact can we expect on the debt ceiling negotiations? >> reporter: well, clearly, everything in was

it's part of a package put together by vice president joe biden and his white house task force. senior administration officials tell nbc news the biggest proposals will include universal background checks and a ban on high-capacity magazines. that's anything that carries more than ten rounds of ammunition. the president's also expected to ask congress to reinstate the assault weapons ban. as for possible executive orders, the president is expected to seek aggressive prosecution for those who break existing laws. for example, people who lie during background checks. the white house says the president will be joined by children from around the country who wrote letters to him following the newtown shootings. we're about to show, joe, because i still can't believe it, the ad that the nra has put out in the middle of this national conversation. but first, what do you think the president's chances are of being successful at getting this sled legislation through? >> well, it depends. we're on ever-shifting ground. things changed an awful lot after newtown. even the polls over the past

the good thing is it appears that joe biden did solicit people from both sides of the aisle on this debate to come and have this discussion with him. i think one of the most important things that many americans agree with is that this should be a comprehensive approach. you may not agree with every tenet of what the president will talk about today or any of them, but at least it was a comprehensive approach and to hear that the nra is at least happy with some of the things involved and maybe other people who feel differently than the nra are happy with some of the things, i don't think you'll ever have a plan where every single person is going to be happy with it. so let's see what it is first before we judge it completely. in the meantime, one of the things that's causing big stir is the fact that the president is going to be surrounded when he makes this announcement by children from around the country who wrote the president letters in the wake of that tragedy. so that has become a big question today. we know that imagery in politics, so important because those are the pictures that wil
